Southern Africa is thought to have two-thirds of the world's 30.6 million people living with HIV. More than seven per cent of people aged 15-49 in the region are HIV positive, and 7.8 million children under the age of 15 in sub-Saharan Africa have been orphaned as a result of AIDS.

The authors argue that HIV/AIDS needs to be tackled as a development issue, not just as a health concern. This Comment explores the scale of the epidemic, factors promoting it and the impact on development in the region. Includes an annotated bibliography.
