Local Governance Planning Adviser (one-year placement), based in Aden, Republic of Yemen

You will have a degree level qualification or equivalent diploma in a relevant discipline; education/training in specific aspects of community development; a minimum of three years' direct work experience on participatory planning and / or budgeting for local governance with NGOs, local communities and local government units, and experience in training men and women both formally and informally.

You will have experience in: initiating citizen involvement in participatory planning and budgeting; strengthening the interaction between government, CSOs and communities within the framework of decentralised governance; building the capacity of CSOs in advocacy and lobbying for changes in policy, and working in a resource poor environment, with limited resources.

You will also have the ability to transfer skills and knowledge through formal or informal training and skill-sharing, a commitment to team-building and a consensus-led approach to work, and developed research and analytical skills.

The ability to promote a gender-sensitive approach in all areas concerning governance and poverty; good interpersonal and communication skills; understanding of the importance of good networking and information strategies surrounding citizen involvement in participatory planning and budgeting; ability to plan and implement own work; willingness to travel locally; cultural sensitivity in an Islamic setting, and willingness to learn the basics of the Arabic languageare all essential.

A higher degree in a governance-related discipline; proven organisational development and management skills and experience; experience of gender analysis in participatory budgeting, of training others regarding gender and gender mainstreaming, and understanding of decentralised systems of governance are all highly desirable.
